The County Court in Warren County began in 1958, created by the Ohio General Assembly to replace township justices of the peace with jurisdiction over certain types of civil and criminal cases.  The jurisdiction lies within the county’s boundaries except for areas with municipal courts.  Traffic offenses include misdemeanors through disposition, some felony arraignment and preliminary hearings.  Criminal offenses include misdemeanors through disposition, some felony arraignment and preliminary hearings, most violations of township resolutions and some vehicle parking cases.  Civil cases include civil complaints up to $15,000 and small claims actions up to $3,000.  The court may handle certain types of cases involving title or boundaries of real property.  Defendants in civil and criminal cases are entitled to trial by jury.  The County Court shares some jurisdiction with the Mayor’s Court over violations of municipal ordinances and criminal traffic cases.  Records are filed with the Clerk of Courts – County Court Division.  Online court record search available by name, ticket number of by judge’s calendar at  www.countycourt.co.warren.oh.us/pa/

County Court Judges

The office of County Court Judge was created in 1958 as an elected position to replace township justices of the peace.  It began with only one elected judge in January 1, 1959, and was expanded to two judges in 1970 election.  Judges are elected to six year terms, starting in January of the year following the election.  Candidates are required to have practiced law for at least two years prior to election.  They preside mainly over traffic and minor offenses.

County Court Notes:

1.  Robert G. Ray is elected to the Probate / Juvenile Court and begins January 1, 1960.

2.  Mark Clark is elected to the Probate / Juvenile Court and begins January 1, 1991.

3.  L. Kathleen Porter appointed in 1991.  Won the 1992 election.  She leaves for personal reasons September 1995 with resignation effective Nov 6, 1995.  See Franklin Chronicle newspaper article dated 12 Sep 1995. 

4.  James J. Heath is appointed acting judge for remainder of Porter’s term.  He wins the 1998 election for the next term starting in Jan 1, 1999. For the 2004 election, he is elected to third judge position in the Common Pleas Court and begins term January of 2005.
