Property tax records are searchable in book format by district then account number then by parcel ID.  Searches can also be made via the computers for the current year and prior.  Some additional information may be listed in the computer for delinquent tax payers; however the full & detailed records for those delinquent years can only be found in book format.

Warren County Treasurers

The office of treasurer began in 1803 as an appointed position.  It became an elected office in 1827.  Currently County Treasurers are elected to four year terms. The treasurer’s term begins the first Monday of September of the following year after the election. The primary duty for the treasurer is to collects real estate taxes & maintain all financial records for county.  The County Treasurer receives tax duplicates from the County Auditor every year on October 1st.  The County Treasurer can assess penalties on tax duplicates for non-payment and collect the amount due through the Common Pleas Court.  The Treasurer must file daily statements with the auditor showing the beginning balance, taxes collected, other money received, amount paid out during the day, and balance remaining at close of day.  Most County Treasurer’s records are open to the public except classified tax lists.  Records available include:  Abstracts of House Trailer Tax, Advance Payment Certificates, Annual Statements, Cigarette Traffic Tax Duplicates, Daily Cash Records, Daily Statements, Estate Tax Records, Forfeitures and Foreclosures, Form 7 Tax Collection Registers, Free Turnpike and Road Taxes, Journal of Court Warrants Redeemed, Journal of Warrants Redeemed, Monthly Statements, Orders for the Transfer of Funds, Records of Daily Distribution of Motor Vehicle License Fees, Records of Examination of the Treasury, Records of Fees, Records of Officials’ Bonds, Registers of Animal Claims, Reports of Unclaimed Bank Accounts, Sales Tax Records, School Land Records, Settlements, Tax Duplicates (Classified, Delinquent Classified, Delinquent Personal, Delinquent Real, Liquor Tax, Personal, Special Assessments), Tax Receipts, Toll Receipts, Undertaking to Pay Tax Records, and Wine Tax Stamp Reports.

Treasurer Notes:

1.  In 1859 Matthias Rapp was elected Treasurer but died of typhoid fever on 25 Dec 1859.  Commissioners appointed William Adams to replace Matthias Rapp until the term expired on 1 September 1861.

2.  Charles F. Coleman arrested for embezzlement of funds, July 1889. Robert G. Hufford appointed Treasurer September 1889 to serve out term.

3.  John A. Thompson was appointed to fill the position left vacant in September of 1894 by the resignation of Robert G. Hufford, who left to attend to his private business.

4.  Byron C. Howell died 25 June 1913.  Commissioners appoint Frank Miller to fill term of Howell until next election Nov 3, 1914 – which Frank Miller wins.

5.  Fred B. Sherwood elected 7 Nov 1916, re-elected 5 Nov 1918.  Resigned Nov 25, 1918 to work at Lebanon National Bank.  Commissioners appointed John O. Cartwright to fill vacancy Nov. 28, 1918.  Next election was in 1920. 

6.   Ross Hartsock was elected Nov 6, 1934 and re-elected Nov 4, 1936.  He resigned before term began in September 1937 to accept a position with Waynesville National Bank.  George B. Johnson was appointed April 1937 to serve until the next election in 1938. 

7.   Russell Dumford retired September 25, 1975 due to health reasons.  Harry Cornett appointed Oct 7, 1975 to fill the unexpired term.

8.   Harry Cornett died Feb 3, 1993 while in office.  Cicero Feltner was appointed to fill the unexpired term. 

9.   Cicero Feltner retired 23 Apr 2001. Jim LeFevers became interim treasurer to finish out term that expired Sep 2001.
